The United Kingdom and France Plan to Send Troops to the Country in the event that a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The UK and France have formalized a declaration of intent concerning the deployment of troops in the nation in the event a peace agreement be concluded with Moscow, the Prime Minister of Britain, Starmer, has declared.

After discussions with Ukraine's allies in Paris, he noted that the two nations would "establish military hubs throughout Ukraine and erect protected facilities for weapons and equipment" to deter any subsequent attack.

The allied nations also suggested that the United States would take the lead in monitoring a halt in hostilities.

The Kremlin has consistently warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet responded on this new development.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces currently occupies roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the foreseeable future," stated the British leader.

Top officials and high-ranking officials from the "Allied Coalition" participated in the Paris negotiations.

Addressing reporters at a shared media briefing, he added: "It creates the pathway for the operational parameters under which British, French, and partner forces could function on Ukraine's territory, protecting Ukraine's air and maritime domains, and regenerating Ukraine's military for the future."

The PM also stated that London would take part in any Washington-directed verification of a possible truce.

Security Guarantees and Diplomatic Positions

Lead US negotiator Steve Witkoff said that "durable security guarantees and robust reconstruction vows are vital to a lasting peace" in Ukraine – alluding to a key demand made by Ukraine.

Witkoff indicated the partner nations had "substantially agreed on" their work on establishing such guarantees "so that the Ukrainian people know that when this hostilities ends, it ends for good."

The former US envoy, former American President Donald Trump's advisor, also took part in the negotiations.

At the same time, French President Emmanuel Macron stated that Ukraine's partners had made "considerable advances" at the talks.

He noted that "comprehensive" safety pledges for the Ukrainian government had been agreed in the instance of a prospective ceasefire.

President Volodymyr Zelensky stated that a "major advance" had been made in the negotiations, but cautioned that he would only consider efforts to be "adequate" if they led to the conclusion of the war.

Recently, he indicated a peace agreement was "mostly finalized". Settling the last 10% would "decide the outcome of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for diplomats.
  • The Russian President has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any middle ground over how to conclude the war.
  • Zelensky has to date rejected ceding any territory, but has proposed that Ukraine could move its troops to an mutually accepted point – but only if Russia follows suit.

Russian forces presently holds approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The pair of oblasts form the area of the Donbas.

The earlier US-led comprehensive proposal that was extensively reported to the media last year was seen by Ukraine and its European allies as being strongly biased in Russia's direction.

This led to a period of high-level diplomacy – with all sides trying to amend the draft.

Last month, The Ukrainian government sent the US an revised framework – as well as distinct documents detailing potential security guarantees and arrangements for Ukraine's reconstruction, Zelensky added.
